Guiyang’s City Consultation was held in June 2006, when more than 30 officials from Guiyang Municipal Government, 170 representatives from civic society, representatives from Beijing University, China Renmin University, Panzhihua, Hailin, Wuhan and Shenyang cities, the Administrative Center for China’s Agenda 21, and UN-HABITAT participated. Guiyang set up an organizing committee headed by the Mayor, consisting of chiefs of local departments whose political support contributed greatly to the success of the two day event. During the City Consultation, four discussion groups were established to comment on the draft “Master Plan of Guiyang Ecological Economy City”, with the Environmental Profile identifying the key environmental concerns that needed to be addressed. The discussions then strengthened and endorsed the proposals on “Implementing Strategies and Action Plans for the Master Plan” and “Plan Implementation Mechanism”, with revised documents shared through plenary sessions.

The City Consultation established a solid foundation to ensure proactive measures to be implemented after the event, encompassing implementation guidelines and demonstration project feasibility studies to implement the “Master Plan of Building Guiyang Ecological Economy City”. Moreover the event increased awareness and strengthened political and public support, which further enhanced the implementation of project activities.
