Sustainable Cities Programme (SCP)

The Sustainable Cities Programme (SCP) is a joint UN-HABITAT/United Nations Environment Programme (UNEP) capacity-building and institutional strengthening facility, with the goal of ensuring environmentally sustainable local development fully realises the vital contributions that urban areas make to overall social and economic development. SCP promotes good environmental governance at all levels to support local and national partners adopt environmental planning management (EPM) processes and integrate good practice into national policy and legal frameworks.

In September, the UN-HABITAT Fukuoka Office supported the global SCP Conference (Environmentally Sustainable Urbanisation - Developing Environmental Planning and Management Capacities for Poverty Reduction) in Alexandria, Egypt. 'Alexandria 2003' identified the multi-level capacity development needs for better EPM implementation, particularly in sustainable urban mobility and basic urban services, and explored the linkages between poverty and the urban environment and the sustainable interventions required. The Fukuoka Office provided major inputs into shaping the conference programme, invited and sent a 40-person delegation from countries across the region, and facilitated discussion through the participation of a Human Settlements Officer. The Conference provided a unique opportunity for Asia-Pacific participants to address key issues with a wide range of city practitioners, analysts and policy makers from all over the world. Regionally, the Fukuoka Office has made substantial inputs into the process of identifying regional institutions to anchor and promote SCP within Asia. Potential institutions have been profiled and briefed in India, Philippines and Thailand, and Terms of Reference drafted for selection process that will conclude with selection and start-up early 2004. At the country level, SCP projects were developed and underway in India, Sri Lanka and Thailand backed by technical support missions from the UN-HABITAT regional office. Further substantive design and negotiation of major new programmes took place in India, Philippines and Thailand, and initial briefings and discussions regarding the potential for SCP programme development were undertaken in China, Nepal and Vietnam.
